About the position
The AFP Senior Investigative Assistant (LE6) works alongside the AFP Senior Liaison Officer &/or AFP Liaison Officers, providing advice on and engagement with Thai law enforcement agencies in contributing to progressing the work of the AFP in Thailand. The position may require some travel within and outside of Thailand, including to remote or hazardous locations, often with short notice or outside of normal business hours. The position also entails supervising, mentoring and coaching less experienced LES in the AFP Team Thailand.
The key responsibilities of the position include, but are not limited to:
- Develop, negotiate and strengthen complex relationships with external stakeholders including law enforcement agencies, Government and Non-Government Organisations (NGOs) to identify and leverage strategic and operational opportunities for engagement with AFP, including managing difficult or sensitive stakeholder issues.
- Provide high standard translation and interpretation between Thai and English, including real time interpretation in major meetings.
- Lead the development and implementation of joint investigative strategies with the Royal Thai Police (RTP) and other Thai Law Enforcement Agencies (LEAs), offering high level technical and strategic advice.
- Advancement the AFP’s objectives, through strategic correspondence, operational interaction, identification and cultivation of law enforcement partners, including setting priorities and managing complex workflows.
- Facilitate and enable law enforcement enquiries to support AFP and Thai LEA investigations into transnational crime.
- Provide timely high level and accurate technical advice and research on Thai legislation, policy and law enforcement issues, including during RTP operational activity. Interpret Thai LEA policy, procedures and practices to identify areas of law enforcement interest and future cooperation/collaboration
- Support Australian Government Ministerial, senior AFP visits and operational briefings through planning, meeting facilitation, high-level translation and interpreting services, logistical support, and advice on protocol and cultural matters.
- Lead and manage AFP locally engaged staff, providing strategic direction, mentoring, coaching and performance management to build team capability.
- Manage the implementation and management of capability development programs in Thailand, including monitoring and reporting on finances and budget expenditure
Qualifications/Experience
- Demonstrated relevant work experience in the policing sector in an international context including undertaking successful joint investigations with international counterparts.
- Proven ability to work independently and as part of a team, displaying personal drive, integrity and flexibly with minimal supervision.
- Highly developed organisational skills to manage competing priorities and deliver joint investigational outcomes while working collaboratively.
- Demonstrated initiative, sound judgement and experience in managing challenges by identifying and applying innovative solutions.
- Proven ability to anticipate, analyse and make recommendations in relation to law enforcement and the justice sector policy.
- Strong interpersonal skills to liaise at a high level with senior Thai Law Enforcement Agencies and Justice sector representatives.
- Excellent oral and written communication skills in English and Thai, including experience in undertaking real time interpreting and translation tasks in the Thai law enforcement and justice sectors, and competence in the use of computer software including Microsoft Word and Excel.
- Proven ability to manage, supervise, mentor and coach a small team in undertaking investigations and law enforcement liaison.
- Demonstrated experience in communicating with influence and fostering productive relationships, while exercising cultural awareness and sensitivity.
