About the Department of Foreign Affairs and Trade (DFAT)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing its prosperity, delivering an effective and high-quality overseas development program and helping Australian travelers and Australians overseas. DFAT provides foreign, trade and development policy advice to the Australian Government. It also works with other Australian government agencies to drive coordination of Australia’s global, regional and bilateral interests.

 

About the position

As part of a small team and with limited direction, the Senior Program Manager will undertake work that is complex in nature and oversee the day-to-day management of Australia’s Partnerships for Infrastructure (P4I) program. This position reports to the Southeast Asia Infrastructure, Energy and Climate Change Section (SIC) in Canberra and works closely with the P4I program office in Bangkok and with staff working on P4I in Australia’s missions across Southeast Asia.

 

The key responsibilities of the position include, but are not limited to:

  • Manage the implementation and monitoring of P4I programs by providing strategic and policy advice.
  • Produce a range of high-quality written materials and policy advice, including briefing, correspondence, proposals, presentations, speeches, and minutes.
  • Lead and coordinate DFAT performance reporting on P4I including results reporting and DFAT’s assessments of investment quality and delivery partner performance.
  • Review, assess and prepare DFAT’s responses to key program documents and deliverables, including the program’s performance assessment framework and approaches to cross-cutting issues such as gender and inclusion and climate resilience.
  • Support, as required, the P4I Senior Operations Manager to deliver appropriate contract and financial management of P4I and ensure program and risk management/safeguard reporting mechanisms are implemented and administered.
  • Manage complex stakeholder relationships by working closely with other areas in DFAT (including other regional P4I staff, development program management teams and relevant thematic areas in Canberra).
  • Coordinate and facilitate collaboration and learning initiatives across critical areas, ensuring compliance with key program requirements.
  • Setting up priorities and managing workflows to prepare for program delivery and performance reporting.

 

Qualifications/Experience

  • Proven experience in international development program management, monitoring and evaluation, including for programs of a complex or flexible nature.
  • Proven ability to apply strong analytical skills and a deep understanding of key issues in development programming.
  • Highly developed communication and representation skills in written and spoken English.
  • Experience in working collaboratively in a cross-cultural team environment to deliver objectives under tight deadlines.
  • Experience in donor program quality reporting including report writing and analysis and collection of evidence.
  • Experience in managing infrastructure development programs would be an advantage but is not essential.
