First transfer to Manus Island under the Regional Resettlement Arrangement between Australia and Papua New Guinea
The first group of 40 people have arrived in Manus Island, Papua New Guinea, on August 1, formally bringing into effect the Regional Resettlement Arrangement agreed on July 19. In accordance with the new Australian Government policy on irregular maritime arrivals, refugee claims from the men, who were transferred from Christmas Island, will be assessed under PNG law and, if found to be refugees, the men will be settled in PNG. This demonstrates that anyone arriving in Australia by boat without a visa will not be settled there. Transfers to the Manus Island Regional Processing Centre will continue regularly.

ผู้แสวงหาที่พักพิงกลุ่มแรกจำนวน 40 คน เดินทางถึงเกาะมานัส ประเทศปาปัวนิกินีแล้วในวันที่ 1 สิงหาคม 2556 นับเป็นการดำเนินการอย่างเป็นทางการตามข้อตกลงระดับภูมิภาคเรื่องการตั้งรกรากที่ประกาศขึ้นในวันที่ 19 ก.ค. โดยคำร้องของผู้ลี้ภัยชาย ซึ่งได้ถูกส่งตัวมาจากเกาะคริสต์มาส จะถูกประเมินภายใต้กฏหมายของปาปัวนิวกินี และหากพบว่าเป็นผู้ลี้ภัย ก็จะได้ตั้งถิ่นฐานในปาปัวนิวกินี ซึ่งเป็นไปตามนโยบายใหม่ของออสเตรเลียว่าด้วยการเดินทางมาประเทศออสเตรเลียทางทะเลที่ผิดปรกติ การดำเนินการนี้แสดงให้เห็นว่าใครก็ตามที่เดินทางโดยเรือมายังออสเตรเลียโดยปราศจากวีซ่าจะไม่ได้ตั้งรกรากในออสเตรเลีย ทั้งนี้ การส่งตัวผู้แสวงหาที่พักพิงไปยังศูนย์ดำเนินการระดับภูมิภาคบนเกาะมานัสจะดำเนินไปอย่างต่อเนื่อง
