The Department of Foreign Affairs and Trade (DFAT) is inviting applications from suitably qualified persons for two full-time Senior Regional Portfolio Manager positions. Both roles are located within the ASEAN Mission Bangkok. Please refer to the attached Position Description for more details of the positions.

Selection Criteria

IMPORTANT NOTICE: Applicants must provide a written Statement of Claims of no more than three pages to show their suitability under each of the following Selection Criteria.   1. Proven experience in all aspects of program management, portfolio and team coordination
  2. Substantial knowledge and understanding of Australian aid policy and development related context in South East Asia
  3. Capacity to think strategically and exercise judgement for making sound decisions on complex and sensitive tasks/assignments
  4. Excellent networking and partnership building skills
  5. High level communication in English with ability to convey information to a variety of audiences in a cross-cultural context, including excellent English writing skills

Employment will be subject to a satisfactory medical and police/security checks. The actual start date will be confirmed after advice has been received in regards to the outcome of the police checks which will be carried out in Thailand, Australia, any country where the successful candidate is a citizen, and any country where the successful candidate has resided for 6 months or more in the past 5 years. Please note that costs for police check in any country other than Thailand will be met by the successful candidate.

For expatriate prospective employees, please note that all costs associated with the employee’s relocation to and stay in Thailand, including visa fees, are the employee’s responsibility. The Embassy can provide limited assistance to the employee requesting a Thai visa and permit to stay.  It is the employees’ responsibility to obtain the relevant documents and ensure that they are in compliance with immigration regulations that relate to their employment with the Embassy in Thailand. The Embassy is unable to assist with Thai Visa matters in relation to the spouse or partner or family members of an employee. Prospective applicants are advised to check their eligibility for a visa - and investigate living conditions and costs.

In considering this position, Australian applicants should make themselves aware of the Australian taxation arrangements for Australian citizens working overseas.

About the Australian Government’s Department of Foreign Affairs and Trade

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

About the position

Australia’s ASEAN and Mekong program supports regional economic growth and helps combat the exploitation and trafficking of migrants. The program is implemented across South-East Asia by Australia’s Mission to ASEAN in Jakarta and its Regional Office in Bangkok.

The Senior Regional Portfolio Manager provides a leadership role within the ASEAN Mission Bangkok. This position requires someone with program management and development expertise who can work with a high level of autonomy and independence. The Senior Regional Portfolio Manager is responsible for actively managing key stakeholder relationships including with implementing partners and key officials at various South-East Asia posts. The position will oversee programs within the economic growth and/or human security portfolio and contribute outcomes under Australia’s Aid Investment Plan: South-East Asia Regional Economic Growth and Human Security Program (2015-16 to 2018-19).

 

The key responsibilities of this position include, but are not limited to:

  • Lead strategic planning for longer-term programs to deliver key outcomes for the Development Program
  • Promote the ASEAN Mission’s objectives, identify opportunities and achieve outcomes through key strategic relationships with relevant stakeholders and represent DFAT views
  • Prepare, review and clear draft policy advice, reports, briefings, speeches and discussion papers
  • Manage aid investments  to achieve outcomes, reporting progress and results to internal and external stakeholders
  • Oversee and manage the use of service providers, including implementing partners, contractors and consultants across the portfolio, evaluate proposals from specialists, contractors and consultants
  • Monitor program outcomes and analyse against budget specifications within the portfolio
  • Manage risk assessment and activities for several programs, and report on audit/quality control activities within the portfolio
  • Lead/manage a team of employees delivering quality outcomes
