Communications Adviser
for the Mekong Australia Partnership (MAP)
The Department of Foreign Affairs and Trade (DFAT) is inviting applications for a Communications Advisor for the Mekong Australia Partnership, which is a full-time position. The successful applicant will be contracted by DFAT and required to deploy to Bangkok. The closing date for application is 9 August 2024, 3 pm (ACT Local Time).
Program Description
The second phase of the Mekong-Australia Partnership (MAP) was announced at the ASEAN-Australia Special Sumit 14 March 2024.
The overarching goal of MAP is “The Mekong subregion is more inclusive and resilient and pursues joint solutions to shared and transboundary challenges”. MAP is a portfolio of investments that focus on addressing climate change resilience and mitigation, water security, economic resilience, regional integration, and preventing trans-national crime, across the countries in the Mekong subregion. It builds on previous Australian Government programs in the Mekong, in particular the lessons learned from MAP Phase 1.
MAP implementation across the Mekong subregion is being supported by the Mekong Hub, located within the Australian Embassy in Bangkok, Thailand. The Mekong Hub will provide support to the design, implementation, and monitoring of all MAP investments, working closely with Australian Government posts in the region and with DFAT Canberra. A support services contractor will provide logistical support and support activity implementation through the provision of technical advisory services.
Role Summary
Reporting to the DFAT Counsellor (Development) and with a high degree of autonomy, the Communications Adviser will assist in the development and delivery of the Mekong Australia Partnership’s communications functions. The role will be responsible for helping develop and implement a communications strategy, determine MAP core messages and ensuring that these core messages reach identified stakeholders and intended audience. The role will work with Investment Managers located in Bangkok and across DFAT’s Posts in the Mekong sub-region to collect, create and disseminate information and messaging. The Adviser will work with the Adviser – Performance, Quality and Risk, to create content to support Monitoring and Evaluation.
The Adviser will be located in the Mekong Hub in Bangkok and work closely with sector specialists, Australian Government posts in the region, implementing partners, Australian Government agencies and DFAT Canberra.
The Adviser will directly supervise one Locally-engaged Public Diplomacy Officer.
Note: DFAT is seeking individual applicants, not responses from managing contractors or other service providers. Management fees will not be paid.

The successful applicant will be required to complete probity checks (including police checks) and a medical examination. The actual start date will be confirmed following the outcome of probity checks and police checks, which will be carried out in Thailand, Australia, any countries where the successful candidate is a citizen, and any countries where the successful candidate has resided for 6 months or more in the past 5 years. Please note that costs for a police check in any countries other than Thailand must be met by the successful applicant.
For prospective expatriate advisor, please note that all costs associated with the relocation to and stay in Thailand is the successful applicant’s responsibility. This includes visa fees and costs to travel to Thailand. The successful applicant will also be responsible for organising their own residential accommodation during their period of stay.
The Embassy can provide limited assistance to the successful applicant and immediate family members (spouse and children) when requesting for Thai visa(s) and permit to stay.
It is the successful applicant’ responsibility to obtain the relevant documents and ensure that they comply with immigration regulations that relate to their employment with the Embassy in Thailand. Prospective applicants are advised to investigate living conditions and costs. In considering this position, Australian applicants should make themselves aware of the Australian taxation arrangements for Australian citizens working overseas.
